It doen’t give the creeps, but goose bumps is what I think you mean. Goose bumps is good. Creeps is negative!

thanks a lot, such a wonderful dylan song and beautifully performed by clapton. i visited the shows on 22/5 and 23/5. This song gave me the creeps and still does.
